What is Reimagine RTS?
Reimagine RTS is a planning process that is exploring changes to the RTS fixed-route transit system to better meet the changing needs of the region. This study focuses on transit service within Monroe County, NY, including Downtown Rochester and the surrounding suburbs.

Why is RTS doing this study now?
The region’s economy and the needs of the community are changing. As a result, RTS is seeking to reimagine public transit in Monroe County to promote growth and better meet the mobility needs of the community.
The public transit system in Monroe County was designed decades ago when downtown Rochester was the center of our community from every perspective – economically, residentially and culturally. Since then, the demographics of our area have changed, the locations of employment centers have changed, and the number of available mobility options has changed. Demands from senior citizens, millennials, individuals with disabilities, and those working to escape poverty continue to grow. More businesses are locating to areas of our region that we do not serve well, if at all. With the emergence of new transportation options such as bike sharing, car sharing, ride sharing and vanpools, it is no longer the case that public transit and the personal automobile are the community’s only options to reach their destinations. This has created a new reality for public transit that we will not ignore.
Who is involved in the study?
is implementing a Community Engagement Plan to ensure the involvement of a wide
variety of stakeholders as we reimagine public transit in Monroe County.
Stakeholders include RTS customers, business partners and employees, community
and neighborhood organizations, advocacy groups, elected officials, business
owners, community members, potential future customers, and residents of Monroe
County. More than 10,000 people participated during the first phase of the
assist with technical analysis and community engagement, RTS has engaged the
services of a consulting team comprised of Transportation Management &
Design, Inc. (TMD) and Highland Planning.
Will my bus route change as a result of the study?
do not yet know what changes will be made. The purpose of the study is to help
us determine what public transit should look like in a community like ours that
has multiple mobility options. RTS will consider recommendations about routes
and frequency of service after completing all technical analysis and thoroughly
engaging RTS customers and stakeholders.
What is the study schedule?
• October – December 2017: Phase I – this involved gathering input and setting goals. COMPLETE
• January – April 2018: Phase II – this involved determining guiding principles and goals, and development of the mobility toolbox.
• May – July 2018: Phase III – the draft network recommendations from the consultant will be released for review and community input.
• August 2018: Phase IV – the final recommendations and report from the consultant will be released for review and community input.
Does this study address paratransit?
RTS does not analyze RTS Access service. The study will identify potential
changes to the RTS Access service area based on recommended changes to the RTS
Where can I share my ideas about redesigning the system?
The best way to share your ideas about a reimagined public transit system in Monroe County is by filling out the online comment form at myRTS.com/contact-us or calling RTS at 585-288-1700. RTS is in the process of planning outreach sessions in the community in March and April to share with the public the guiding principles and goals. When our consultant TMD shares the draft network recommendations in May, we will be conduct a variety of meetings and events for the public to review the recommendations and provide input. Those who choose to share their thoughts on Facebook, LinkedIn or Twitter are encouraged to include our hashtag #ReimagineRTS to help us capture their input.
What are the Guiding Principles and Goals?
The five guiding principles are the themes of the reimagined system and the related goals detail what we want to accomplish to make the themes a reality.

How were the Guiding Principles and Goals developed and why are they important?
The guiding principles and goals are based on analysis of data and public input provided during phase one. They are important for two reasons. First, because we want to ensure changes to the transit system include significant input from the community. Second, because any proposed changes to the transit system will be linked directly to the guiding principles and goals. The guiding principles and goals are the part of the process that link community input to the changes that will be made to the transit system.
